Objectives of the DMH is as follows:
(1) To take precautionary measures against and minimize the effects of natural disasters
(2) To promote safety, comfort, efficiency and regularity of air, land (rail & road), sea and inland water transportation.
(3) To bring sustainable development of natural resources (hydro electric power, forest produce, water use, wind energy, etc.)
(4) To promote agricultural and food production.
(5) To ensure efficient operation, planning and development of activities in natural defense, industry, health, social welfare and all sectors of national economy.
(6) To undertake international collaboration for all development activities and works of the DMH
In 1945, before Myamar gained its independence , the supervisory office of Social Welfare and Rehabilitation was established to conduct the activities of social welfare and natural disaster prevention. Lately, after 1948, during the time of independence gained, the office was reorganized as the ministry of education, social welfare and resettlement. After that, the name of the office had changed as the ministry of education, relief and resettlement in 1952 and it had changed as the ministry of ethnic minority and relief and resettlement again in the same year to with the purpose of implementing the activities of natural disaster preparation, relief and resettlement and providing necesarry assistance. But in 1957, due to the political change, it had modied the name of the office as the ministry of Relief, Resettlement and National Reconciliation. In 1972, when the new administration took over, the office was reconstituted as Ministry of Social Welfare. At the beginning, there are two departments under the ministry as department of social welfare and department of relief and resettlement.
1992,the State Law and Order Restoration Council transformed the Ministry of Social Welfare into the Ministry of Social Welfare, Relief and Resettlement with three departments including The Fire Services department under its Notification 14/92 dated 19-02-1992.
On 6th November 2012, the Department of Fire Services was transferred to the Ministry of Home Affairs due to the nature of work and to be in accord with the contemporary situations, and so there are only two departments left under this ministry---the Social Welfare Department and Relief and Resettlement Department.
There are 265 Officer and 2876 Staff(Total 3141) under the Ministry.According to the need of the civil servants, the Ministry increased the office in Division Region and Training school for two departments.On 2015 March 31, the Ministry has 620 Officer and 4314 Staff (total 4934) were present.
Ministry of Social Welfare, Relief and Resettlement have 620 officials, 4314 staffs and total 4934 with the extension of the organization set up for the development of administrative mechanism on 1st April 2015.
On 10th March 2016, Department of Social Welfare extended its organization set up and the Ministry have the officials were 624, staffs were 4632 and total was 5256.
Both of two departments, Department of Social Welfare and Relief and Resettlement Department were extended their organization set up on 6th July 2017. So there were 1965 officials, 14614 staffs and the total was 16579.
On 31st January 2018, under the Ministry of Social Welfare, Relief and Resettlement, Department of Rehabilitation was established with the staffs from the existing two departments. Moreover the name of Relief and Resettlement Department was changed to Disaster Management Department.
So the following are the current organization set up of Ministry of Social Welfare, Relief and Resettlement,

Ministry of Natural Resources and Environmental Conservation is the government ministry of Myanmar, founded by the combination of Ministry of Mines and Ministry of Environmental Conservation and Forestry by President Htin Kyaw.
DMH transferred to Ministry of Communications, Posts and Telegraphs from the Ministry of Transport and Communication on 3 February 1992. On 20 August 1999, DMH transferred to the Ministry of Transport.
Independent Burma Meteorological Department (BMD) was established on 1 April 1937. International Meteorological Organization (IMO) was established in 1873. Union of Myanmar became member of IMO in January 1938. BMD was re-organized on 23 October 1972 and renamed as Department of Meteorology and Hydrology (DMH) in the year 1974. Myanmar Daily Weather Report was issued since 1 June 1947. At that time, DMH is under the administration of the Ministry of Transport and Communication.

Department of Agricultural Research is a government department under the Ministry of Agriculture, Livestock and Irrigation (MOALI) whose vision is food security and nutrition with the impact of innovative advanced crop variety and production technology research.
DAR has 6 divisions including 16 sections of crops and supporting sections. Now, newly establish units in DAR were Plant Variety Protection (PVP) Research Section, Post-Harvest Technology Research Section, Rice Biopark Unit, Farmer Channel and Agricultural Microbiology Research Section.

Policy of DAR
- Development of new crop varieties and hybrids with high yield and good quality adapted to agro-ecological and climatic conditions and increasing crop production by using quality seeds.
- Application of biotechnology and molecular techniques in breeding of mother stem cells.
- Farmers participatory breeding and selection of new crop varieties.
- Diverse genetic resources including wild types, landraces, and released varieties conservation and pre-breeding preparation of crops in the Seed Bank.
- Integrated pest and diseases management researches for the safety of consumers and environment.
- Farmers participatory researches of Good Agricultural Practices (GAP) and Good manufacturing Practices (GMP) from seed to post-harvest of crops.
- Establishment of National Agricultural Research and Extension System in corporation with concerned agencies in order to strengthen research and development of sustainable utilization of natural resources, organic farming, and conservation agriculture to increase agricultural production.
- Research of climate smart agriculture, crop rotation, mixed cropping, intercropping for effective utilization of soil and water, agro-forestry, and cropping pattern.
- Development of research methods and producers and publication of research manual for effective breeding and experimentation by researchers.
- Making, revising and enaction of agricultural research law and regulations in accordance with time to time.
- Encouragement of private and non-governmental organizations to participate in research and extension services.
- Continuous training and strengthening capability of agricultural researchers.
The Mandalay City Development Committee is the administrative body of Mandalay which has wide-ranging responsibilities, including city planning, land administration, tax collection, and urban development. MCDC raises its own revenues through tax collection, fees, licenses and property development.
Projects are being carried out in all sectors with the three objectives;

DFID (Department for International Development) will support Myanmar around 5 important areas:
- Peace building and conflict resolution
- Improve state capability, democratic governance and accountability
- Economic transformation and job creation
- Supporting the development of a dynamic and resilient rural population and economy
- Developing human capital
DFID Burma has three program teams; the Human Development team (concerned with health and education), the Governance and Security team (concerned with humanitarian aid, peace process and democratic areas), and the Inclusive Growth team (concerned with livelihoods and economic development).
AFD’s prioritized sectors are: energy, health, biodiversity, water, digital, training. AFD is also involved in the economic plan for 2017-2018 that was submitted to the Yangon Region Government by the Minister of Planning and Finance. The plan involves strategic development plan for Southwest of Yangon, transportation, industrial zone, and preserving heritage. AFD also signed a Memorandum of Agreement with UNOPS to formalize its participation in LIFT (Livelihoods and Food Security Trust Fund).
In Myanmar, KOICA specifically focuses on: Agricultural and Rural Development, Industrial Development, Economic Governance, Administrative Governance, Human Resources Development. (KOICA) has signed with the Ministry of Construction for several ambitious projects – including master plans for the north and south of Yangon and designing a national road network. KOICA will also draw up the plan for Dala township, to the south of the Yangon River.
JICA is working to meet the needs for infrastructure to promote economic development, as well as implement an economic reform program as assistance to reform the economy through capacity development. JICA is also planning to provide cooperation for urban development in Yangon, along with port and transportation network infrastructure, as support that will lead to economic growth.
The YCDC is mainly responsible for the city’s waster management, water supply, sanitation and environmental regulations. Engineering department of water and sanitation has its function which is the permission of Water Piping such as Temporary Water Connection Permission, Final Water Connection Permission, Multiple Water Connection Permission, etc. and its necessary Papers to apply the water connection permission.
Myanmar Engineering Council is to hold dominant the safety, health and welfare of the public. It is located in Lawmadaw, Yangon and their vision is driven by qualified Myanmar engineers, graduate technicians and technicians. There are keys person in Myanmar Engineering Council: Dr. Charlie Than who received his Doctorate in the field of Marine Technology with distinguished Public services including twenty-six years’ experience in the field of inland water transport, shipbuilding, shallow draft Naval Architecture & Marine Engineering, Dr. Cho Win Maw who graduated with a Bachelor’s degree in Chemical Engineering from the Rangoon Institute of Technology in March 1977. He joined the Ministry of Industry in 1978 as an assistant engineer at the chemical plant, the Sittaung paper mill and U Khin Maung Sai who is an alumnus of university of Missouri at Rolla, USA and hold MSCE post graduate Civil Engineering Master Degree since year 1989.
The committee will draw up and implement an integrated water management system, and develop a national integrated water management strategy, a national water resources policy, a water framework directive and a water law. It is seek ways to earn revenue by utilizing water resources, set up a water resources decision support system and databank, promote international collaboration on water sectors and establish a water resources trust fund.
IWUMD is a governmental organization under the Ministry of Agriculture, Livestock and Irrigation (MOALI). Main responsibility of IWUMD is sustainable operation and maintenance of (Irrigation) water management. Another responsibility of IWUMD is operation and maintenance of flood protection embankments and polders system all over the country. IWUMD operates, maintains and manages 581 irrigation facilities and 479 flood protection and drainage facilities in the country. IWUMD has been actively engaged in water development planning and the furtherance of irrigation for food security.
IWT is a state owned enterprise under the Ministry of Transport and Communications, the Union of Myanmar, operating the functions on transportation in inland waterways. IWT is performing the following main functions: (1) Operating passenger cum cargo transport along the navigable waterways of Delta areas, the Ayeyarwady river, the Chindwin river and rivers in Mon, Karean and Rakhine states in Myanmar (2) Operating ferry services at major river crossing points for the convenient transport of vehicles.
The MPA is a government agency under the authority of Ministry of Transport and Communications - with the responsibility to regulate and administer the coastal ports. MPA is solely responsible for port planning under the direction of MOTC. System of fund-raising for port development are : (1) 100 % National investment (2) 100% Investment under Build, Operate and Transfer (BOT) basic by foreign and/or local investors (3) Joint-Venture between MPA and foreign and/or local investors (4) Grant aids or soft loan financed by international financial institute.
Waterways Department was organized and founded in 1972 by combining the Dredging and River Conservancy sections of Department of Marine Administration, Ministry of Transport and Communication and parts of Hydrographic Surveying section of Port Corporation, Ministry of Transport and Communications.
In 1999, the Department was extended and reorganized as the Directorate of Water Resources and Improvement of River Systems.
As the part of cooperation between Myanmar and the Netherland according to the MoU for cooperation in the field of Integrated Water Resources Management signed in May 2013, the second Joint Steering Committee (JSC) between Myanmar and Netherlands was held and Multiannual Working Plan was signed on 17th November 2014 at DWIR office in Yangon, Myanmar. Mr. Peter Heij, NL Competent Authority of the MoU, Director General of the Directorate for Spatial Development and Water Affairs, the Ministry of Infrastructure and the Environment, handed over the Executive Summary of Myanmar Integrated Water Resources Management Strategic Study “From Vision to Acction” to U Htun Lwin Oo, Myanmar Competent Authority of the MoU, Secretary of National Water Resources Committee - NWRC, Director General of the Directorate of Water Resources and Improvement of River Systems, Ministry of Transport.
