Since our founding in 1999, we have been contributing to Myanmar’s economic growth and development.

The International Centre for Integrated Mountain Development (ICIMOD) is a regional intergovernmental learning and knowledge sharing centre serving the eight regional member countries of the Hindu Kush Himalayas – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan – and based in Kathmandu, Nepal. Globalization and climate change have an increasing influence on the stability of fragile mountain ecosystems and the livelihoods of mountain people. ICIMOD aims to assist mountain people to understand these changes, adapt to them, and make the most of new opportunities, while addressing upstream-downstream issues.

Life in Myanmar is changing dramatically. After decades of military rule, the country is gradually opening up to the world and becoming a democracy.

We opened our Yangon office in 2016 to unlock people's potential with clean water, decent toilets and good hygiene. Without all three, people can’t live dignified, healthy lives. With all three, they can break free from poverty and change their lives for good. 

Across the country, two in three people have clean water and decent toilets. But in many rural communities, where most people live, these figures are among the worst in Asia.

A lack of sustainable public infrastructure and resources has hampered efforts to reach people with these essentials. We will help the Government invest in these areas and ensure strong plans and systems are in place from the start.

The project is the bilateral cooperation between the French Development Agency (AFD) and the Yangon City Development Committee (YCDC) that aims at financing the improvement of water service management in Tarmwe Township in Yangon. The project will last until 2018.

The project seeks to implement a technical and commercial management model for the municipality’s water service in the pilot district of Tarmwe in order to address the issue of “non-revenue water” that refers to water that is lost before reaching the customer (physical losses) or unaccounted for (commercial losses).

The project has three components: firstly, equipping the pilot district with the necessary measurement tools for water service management; secondly, strengthening the district water service capacities; and thirdly, providing management tools that allow the replication of such model in other districts of the city. Yangon City Development Committee will implement the project with the support of a technical operator to be selected through a tendering procedure.

"The Project for Capacity Development in Basic Water Environmental Management and EIA System in Myanmar", will be implemented by Environmental Conservation Department (ECD), Yangon City Development Committee (YCDC) and Mandalay City Development Committee (MCDC) in cooperation with Japan International Cooperation Agency (JICA). The project activities in Myanmar started in June 2015, and will last until May 2018.

The purposes of the Project are to obtain enough capacity for developing basic water pollution control measures based on the acquired and analyzed information, and to establish institutional framework of the EIA review. Five (5) Japanese Experts will be dispatched to ECD to work in close cooperation with its staff both in office and on site. The team of Experts will also work closely with the officials of Pollution Control and Cleansing Department and Water and Sanitation Department of YCDC and Water Supply and Sanitation Department of MCDC.

The project activities are divided into two components: namely (i) the water environment management component and (ii) the EIA component. Among the six outputs of the project, the water environment management component covers standardization of environmental inspection (Output 1), water quality survey (Output 2), development of databases of pollution sources and river water quality (Output 3), and interpretation of information for water pollution control measures (Output 4).

Activities of the water environment management component of the project are being implemented in three cities in Myanmar, namely Yangon, Mandalay and Nay Pyi Taw. The water quality component has two target areas, Hlaing River basin in Yangon and Doke Hta Waddy River basin in Mandalay. These areas were selected to investigate the impact of industrial effluent from industrial zones on water quality of rivers.

Mandalay Urban Services Improvement Project (MUSIP) aims to improve access to sustainable water and sanitation services in Mandalay, the second-largest city in Myanmar, and to enhance the service provision capacity of Mandalay City Development Committee (MCDC).

The general objective of the project is to assist MCDC in its strategy to turn Mandalay into a Green City, with a particular focus on improved environmental performance, equity in service provision and improved finances. More specifically, the project aims to provide a reliable and sustainable public water service in Mandalay. Another key objective is to improve access to sanitation and reduce the amount of wastewater discharged directly into the environment and to enhance local capacities for public services management.

The project, which results from a feasibility study co-financed by the Asian Development Bank (ADB) and the Agence Française de Développement (AFD), will be divided into three components - aimed at achieving the goals outlined above.

MUSIP supports the AIF objective of promoting a green economy through its contribution to sustainable water resource management, by sustaining the groundwater table, improving the efficiency of water use and reducing pollution. The project will also have a social impact by increasing access to clean drinking water and sanitation. By improving the drainage system in the city, the MUSIP project will also have an environmental impact, by reducing the frequency and intensity of flooding.

Policy of DAR

  1. Development of new crop varieties and hybrids with high yield and good quality adapted to agro-ecological and climatic conditions and increasing crop production by using quality seeds.
  2. Application of biotechnology and molecular techniques in breeding of mother stem cells.
  3. Farmers participatory breeding and selection of new crop varieties.
  4. Diverse genetic resources including wild types, landraces, and released varieties conservation and pre-breeding preparation of crops in the Seed Bank.
  5. Integrated pest and diseases management researches for the safety of consumers and environment.
  6. Farmers participatory researches of Good Agricultural Practices (GAP) and Good manufacturing Practices (GMP) from seed to post-harvest of crops.
  7. Establishment of National Agricultural Research and Extension System in corporation with concerned agencies in order to strengthen research and development of sustainable  utilization of natural resources, organic farming, and conservation agriculture to increase  agricultural production.
  8. Research of climate smart agriculture, crop rotation, mixed cropping, intercropping for effective utilization of soil and water, agro-forestry, and cropping pattern.
  9. Development of research methods and producers and publication of research manual for effective breeding and experimentation by researchers.
  10. Making, revising and enaction of agricultural research law and regulations in accordance with time to time.

WSA was formed at the height of Australia’s Millennium Drought when water risk and responsible water management became a key focus for businesses and the community. Organisations and individuals familiar with programs such as the Forest Stewardship Council were looking for a mechanism to recognise superior water stewardship and provide a multi-stakeholder endorsed framework for assessing water performance. WSA was launched by the (then) Chair and CEO of the National Water Commission (NWC), Ken Matthews.

In 2009, WSA published the world’s first water stewardship standard with support from the MDBA. Then understanding the need for a globally-consistent approach to water stewardship WSA, in collaboration with The Nature Conservancy and The Pacific Institute, led the development of the global umbrella for water stewardship, the Alliance for Water Stewardship (AWS), which WSA continues to Chair. The first and current version of the AWS International Water Stewardship Standard (AWS Standard) was launched in April 2014.

WSA has established a solid governance framework with a strong Board. As a regional partner, WSA plays a key role in the governance of AWS at an international level. As we continue to build water stewardship in our region, the contribution of members is vital as it provides the support for a strong multi-stakeholder governance mechanism that will protect and enhance the integrity and credibility of our system.

The programmes aim to rejuvenate the Water & Agrofood sectors and ensure the continued availability of expertise for these sectors.


The Young Expert Programmes are open to Dutch Young Experts and Local Young Experts from any of the eligible countries. There is a difference in the selection process for both. Local Young Experts apply by approaching Dutch organisations, who conduct their own selection process, and Dutch Young Experts apply when new vacancies are posted online.
